Hazard Mitigation Planning

CEM Associates can assist jurisdictions in assessing local and regional hazards, establishing mitigation goals and objectives, identifying projects that will enable the jurisdictions prepare for and reduce the impacts of a natural disaster by developing a comprehensive multi-jurisdictional Hazard Mitigation Plan. CEM Associates provides the data collection, analyses and plan development activities necessary to fulfill the local planning requirements of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended by the Disaster Mitigation Act of 2000.  Local jurisdictions must have an approved Hazard Mitigation Plan by November 1, 2004 to be eligible for Hazard Mitigation Grant Program funding in the event of a federal disaster declaration, for Pre-Disaster Mitigation program funding and for Public Assistance funds after that date.  North Carolina also requires a mitigation plan in order to receive disaster funding from the State of North Carolina.
