CEM Associates, Inc. was founded in 2001 (Incorporated September 2002) by Charles Moody who was recognized in North Carolina for his expertise in Emergency Services having served both on local and state levels for 30 years.

CEM Associates specializes in Emergency Operations Plans, Capability Assessment and Response, Mitigation Plans, Public Health Bio-Terrorism Plans,  School Crisis Management Plans, Standard Operating Guidelines, Field Operations Guides,  Hazardous Materials,  to address all hazards including terrorism and weapons of mass destruction (WMD).
